Phua Shi Hui is a Consultant at the World Bank’s Urban, Resilience and Land Global Practice. Based in the Singapore Infrastructure and Urban Hub, she contributes to research and consultative assistance for World Bank’s projects, as well as advisory service and analytical products in the East Asia Pacific region.

Prior to joining the World Bank, Shi Hui was an urban planner in the Research and Planning Group of Singapore’s Housing & Development Board. During her tenure at the Centre for Liveable Cities in the Ministry of National Development, Shi Hui has researched and published on the discourse of master development projects, innovation districts, car-lite urban mobility and community planning. Shi Hui holds a Master of Urban Planning and Bachelor of Science (Real Estate) from the National University of Singapore.
