Silvia Kirova

Client Services and Data Officer at the Public Expenditure and Financial Accountability (PEFA) Secretariat

Silvia Kirova is a Governance Specialist and serves as Client Services and Data Officer at the Public Expenditure and Financial Accountability (PEFA) Secretariat in the Governance Global Practice. With her wide experience in public financial management and knowledge and data management, she communicates with partners and clients to promote PEFA globally. 

Since joining the Secretariat in 2015, she has worked on governance issues, PEFA PFM assessments, SDG commitments, and climate-informed public financial management. Leading the Project “Enhanced data collection for SDG Indicator 16.6.1 on budget credibility – approved and executed budgets”, within the UN Sustainable Development Goals (SDGs) Initiative and in cooperation with the WB Data Department and UN, resulted in data for more than 170 countries and improved the indicator to Tier I in the UN classification.

Silvia is in charge of the PEFA database, including almost 800 PEFA assessment reports on the PEFA website, and provides analysis of the data and statistics to researchers and clients.  She leads the PEFA Knowledge Management activities and promotional campaigns. The client-related activities include communication with governments, donors, international organizations, and a wide range of experts. She is also part of the team piloting PEFA Climate.

Prior to joining the PEFA Secretariat, Silvia served as President of Operations at the WBFN and Project Manager for the Regional Environmental Center for CEE-CO Bulgaria, with expertise in environmental projects, coordinating analytical and research initiatives, including need assessments and project and event management. She led programs related to legal and institutional reform coordination in CEE countries for EU accession and enhanced cooperation between governments, local authorities, NGOs, business partners, and other stakeholders. 

Silvia holds a master’s degree in engineering and a graduate diploma in International Economic Relations from the University of Architecture and Civil Engineering in Bulgaria. She is a JICA alumni and has certificates from PEFA and the IMF courses on Public Financial Management.
