Dr. Suyoto was the Head of Bojonegoro district from 2008 to 2018. He is known as a reform minded district head and invited the World Bank team to conduct a Rapid Assessment and Action Plan for Service Delivery Improvement (RAAPID) in Bojonegoro. Bojonegoro is a global pilot for the subnational open government initiative. He is now a lecturer at the University of Muhamadiyah Gresik.
