Tom works on developing social protection systems and programs, with a special focus on linkages to human capital acquisition and early childhood development. Tom also has experience with resilience and shock management, with a particular focus on West and central Africa. Tom holds a Master’s degree in Development Economics from Sciences Po Paris and Columbia University, and a Bachelor’s degree in Chinese and anthropology from the School of Oriental and African Studies in London. He is currently based in Dakar.
