Elcin is a Senior Energy Economist in the Energy & Extractives Global Knowledge (IEEGK) unit. Prior to joining IEEGK, she was a Senior Infrastructure Economist at IFC, leading economic and development impact analysis of energy and infrastructure sector projects in Asia. Earlier, she was a Principal Power and Natural Resources Economist at the European Bank for Reconstruction and Development (EBRD) in London.

She has a Ph.D. in Economics from the University of Cambridge, an M.Phil. in Economics from the University of Oxford, and BA in Economics from Swarthmore College.  She was part of the Energy Policy Research Group (EPRG) at the University of Cambridge and has a Certificate in Energy Regulation from the Energy Regulators Regional Association (ERRA).
