In 2011, the Philippines launched the Specialista Technopreneurship Program to stimulate economic growth and help provide employment to graduates of Technical Vocational Education and Training (TVET), especially in the rural areas.
We recently spoke with Maria Susan Dela Rama, Executive Director for Planning at the Technical Education and Skills Development Authority (TESDA), which is a government agency that regulates TVET. She says that TESDA develops the standards and the curriculum but leaves the training to private sector institutions. For TESDA, the key indicator of success is whether the graduates are able to increase their income.
