Edwin has over 25 years of experience in public sector modernization with a focus on budgeting, digital transformation, and performance management. Prior to the creation of the division, he led the infrastructure portfolio as the head of the OECD Budgeting and Public Expenditures Division, preparing the way for the newly-adopted OECD Recommendation on the Governance of Infrastructure (2020).
Edwin has worked for the U.S. Office of Management and Budget and holds master’s degrees from the Harvard Kennedy School and Sciences Po Paris.
