Jerome is currently a Senior Specialist in the World Bank’s Digital Development Global Practice, covering mostly the African and Middle East, and North African regions. He is involved in the design, preparation, and supervision of digital development operations and is leading policy dialogue and support to governments and regulators in the regions on an ad-hoc basis. Jerome also leads regulatory-related analytical work like the Regulatory Watch Initiative (RWI), which strengthens digital development through data driven and best practice market regulation. Prior to this position, he was head of the Bitstream (wholesale provision of broadband access) and Broadcasting (wholesale market: audiovisual transmission) Division at ARCEP (the French telecommunications and posts regulator) in Paris. He was also director of studies and head of the Regulatory and Policy Division at the Institut de l’Audiovisuel et des Télécommunications en Europe (IDATE). Before IDATE, he was a modeling manager at the regulatory department of French telecommunications operator Cegetel SFR and was a professor and researcher at ENST, the French telecom high school. He holds a Ph.D. in Economics.
