Dr. Marcial Rubio entered teaching in 1972 and became a full-time professor since 1973. He has written 23 books, including "Study of the Constitution of 1993" and 77 academic articles related to topics and content of legal education. He was director of the Center for the Study and Promotion of Development (DESCO) during the period from 1989 to 1993 and Minister of Education in the Transitional Government of President Valentín Paniagua between November 2000 and July 2001.
