Paul Collier, Professor of Economics, Oxford University, and Director, Centre for the Study of African Economies, specializes in governance in low-income countries including the economics of civil war.
We asked his thoughts on job creation in post-conflict and fragile states, which sectors hold the most promise, and where the bottlenecks lie. He stressed the need for jobs for young men to make the countries safer, the job potential of the construction sector, and the importance of removing bottlenecks by building skills and establishing land rights.
