Call for Proposals: Evaluation of KNOMAD

The Global Knowledge Partnership on Migration and Development (KNOMAD) is seeking proposals for an evaluation of its first phase that started in July 2013 (the project end date is June 2018). This end of phase evaluation will assess KNOMAD’s implementation and its operations in relation to the stated objectives (see the Terms of Reference>> including professional qualifications). This evaluation should address institutional learning and provide recommendations for the strategic and forward-looking positioning of KNOMAD in the second phase.
 
KNOMAD is a global hub of knowledge and policy expertise on migration and development issues. The World Bank has established a multi-donor trust fund to implement t the KNOMAD. The donors to the trust fund are the Swiss Agency for Development and Cooperation (SDC), Germany’s Federal Ministry of Economic Cooperation and Development (BMZ), and Sweden’s Ministry of Justice.
 
KNOMAD seeks to improve access to knowledge and information for evidence-based policy formulation.  KNOMAD strives to complement, but not to replace or replicate, migration activities of existing institutional mechanisms.

The core objectives of KNOMAD are:

1. Generating and synthesizing knowledge on migration issues and its dissemination;
2. Generating a menu of policy choices based on multidisciplinary knowledge and evidence; and
3. Providing technical assistance and capacity building to sending and receiving countries for the implementation of pilot projects, evaluation of migration policies, and data collection. 

Technical and financial proposals for this evaluation should include the methodology, the budget, and the team composition (including specific experiences and expertise). Proposals should be single spaced, 12 point Times New Roman, in English, and not more than 6 pages.
