Update: Yesterday I actually attended an excellent LICUS & PREM sponsored event on ‘State Building: Policy & Practice in Fragile States.’ In the morning session Ashraf Ghani, Afghanistan’s former finance minister, echoed this same concern that current aid systems might undermine state effectiveness in fragile countries.
