Álvaro Fernández is a Senior Governance Specialist in the World Bank’s Governance Global Practice with 20 years of experience in public financial management, governance, and fiduciary assurance. He currently leads the program on Digital Transformation in PFM, leveraging Digital Public Infrastructure (DPI) for foundational, interoperable systems that enable safe, inclusive, and connected digital government. Álvaro has held technical and leadership roles at the World Bank and other international development organizations across Latin America and the Caribbean, as well as in Asia and the Pacific. A Certified Public Accountant and Microsoft Certified Systems Engineer (MCSE), he holds Master’s degrees in Political Science and in Public Management and Decentralization. He brings a distinctive background in applying digital and IT innovations to practical solutions in the public sector.
