Aly Rahim is a global leader in participatory governance, social innovation, and sustainable development, working to strengthen civic engagement, participation, and civil society partnerships in development finance. He leads CIVIC: The Civil Society and Social Innovation Alliance, a new World Bank initiative rethinking how civil society participates in development finance. Aligned with the Bank’s evolution roadmap and IDA’s largest replenishment, CIVIC is institutionalizing new financing and partnership models for social innovation and citizen-driven solutions.
As Program Manager for CIVIC, Global Partnership for Social Accountability, and Global Lead for Citizen Engagement at the World Bank, Aly has driven systemic change by strengthening participatory approaches across the Bank’s portfolio. Under his leadership, the Bank has introduced a corporate scorecard indicator to measure civic engagement in its work, ensuring that citizen voice is systematically integrated into global development. Previously, as Practice Manager for Social Sustainability and Inclusion in West Africa, Aly expanded the Bank’s regional portfolio from $150 million to $1.1 billion, launching initiatives on conflict stabilization, climate resilience, gender, and social inclusion across 17 countries. His leadership helped establish a regional platform addressing fragility in the Sahel, Lake Chad, and Gulf of Guinea.
Earlier, as Assistant to the President of the World Bank Group, Aly played a key role in advancing the COP21 Paris Climate Agreement, the Environmental and Social Framework (ESF), and global financing mechanisms for forced displacement and fragile states.
Aly began his career as a Foreign Service Officer for Canada, specializing in post-conflict reconstruction in Sudan and Afghanistan. He holds a Master’s in International Security from Georgetown University and a Bachelor’s in Government and International Relations from Dartmouth College.
