Andras Kis is a water economist at the Regional Center for Energy Policy Research in Hungary. He has 20 years of experience working as an environmental economist in Hungary and in other Central and Eastern European countries. His expertise includes analysis and impact assessment of environmental policies, assistance to governments in adoption of the EU environmental acquis, and helping companies to cost-effectively comply with environmental regulations. Since the mid 1990’s he worked on a wide spectrum of environmental policy issues, including industrial pollution control, environmental taxation, climate change policy, renewable energy, waste management and water management at the facility as well as river basin level. For the past 10 years his main focus has been water economics, including the development of tariff modells for water utilities, assessment of the effectiveness and efficiency of economic policy instruments in achieving water policy goals, cost-benefit analyses of flood protection measures, and benchmarking of water services.
