Andres F. Garcia, a Colombian national, is a Senior Economist in the Finance, Competitiveness, and Innovation Global Practice of the World Bank. During the past 15 years, Andres has worked closely with policymakers to find innovative solutions to improve the governance and delivery of services to the private sector in Africa, Asia, Latin America, and the Pacific. To identify pain points and new approaches to public sector problems, Andres has led data-driven analyses and stakeholder engagements. The findings are reflected in over 20 policy publications, blogs, and briefings in areas such as agriculture, biotechnology, digitalization, fragility, innovation, special economic zones, and tourism. Andres’ current program portfolio combines analytics and financing, spanning from Biotechnology in India to green industrial growth in Bangladesh. Andres holds a PhD in Agricultural Economics from Purdue University.
