Andy is an air transport specialist with 26 years of experience in aviation, privatization, air transport policy, traffic and cargo forecasting, regulation, business due diligence, and valuation analysis. He has worked in over 240 air transport projects in 94 countries for major consultancy firms, operators, bid consortiums, governments, law firms and development agencies.
He has advised airports, airlines, air navigation service providers, civil aviation authorities, aircraft manufacturers, policy makers, regulators and transport authorities, and has participated in many institutional reforms in the air transport sector. Andy has also advised in the review and formulation of aviation policies, and in the examination and design of regulatory frameworks. He has carried out extensive financial and traffic studies for policy setting and for infrastructure development. He has advised on numerous airport PPP processes both for the public and the private sectors as well as for financial institutions at all different stages from design (institutional, strategic and regulatory) through implementation (e.g., DD, tendering, and financing) for the public and for the private sector. As an expert witness, Andy has provided written or oral testimony in more than 10 arbitration cases concerning airlines and airports. He is also a regular speaker at conferences and is an active training lecturer at universities and airport authorities. Andy has a Bachelor's degree in Economics, and an MBA in Finance. He speaks Spanish, English, and Portuguese, and is conversant in French.
