Angelica Toro, a native of Colombia, is a consultant with the World Bank’s Public Private Partnership in Infrastructure Resource Center (PPPIRC). Prior to this, she worked on the Benchmarking Public Private Partnership Procurement team researching and analyzing PPP regulations in the Latin America and Caribbean region. In Colombia, Angelica was a corporate lawyer for a financial institution specializing in corporate and financial law, as well as an associate of a high profile law firm in Colombia. Angelica recently graduated from Georgetown University Law School with a Master’s degree in Securities and Financial Regulation. She is fluent in Spanish and English.
