Public Sector Specialist

Anna Bilous is a Public Sector Specialist for the Governance Global Practice at the World Bank. She is specialized in public management reforms, including public administration, infrastructure governance and corporate governance of state-owned enterprises. She is providing policy advice and reform implementation support to the governments of several countries in Europe and Central Asia. Throughout the past two years, Anna has been working on the SOE assessments (iSOEFs) and infrastructure governance assessments (InfraGOVs) that are carried by the WBG. Her work contributes to strengthening corporate governance of SOEs and addressing bottlenecks in infrastructure governance throughout the project lifecycle. Anna co-authored several publications on governance and ownership of SOEs, including a Public Finance Review in Ukraine, an innovative InfraGOV assessment framework and an InfraGOV assessment in Bangladesh, as well as contributed to other analytical documents developed by the GGP. Prior to joining the Bank, Anna worked at the Blavatnik School of Government at the University of Oxford.
