Anna Carlotta Allen Massingue, Economist, Strategy and Operations for Development Finance, World Bank Anna Carlotta is an Economist in the Strategy and Operations unit of the World Bank’s Development Finance Vice Presidency. In her current assignment her key responsibilities include work on IDA’s Sustainable Development Finance Policy (SDFP) and debt issues in IDA countries, as well as implementation of IDA’s Graduation Policy and country performance-based allocations. She joined the team from the Macroeconomics, Trade and Investment Global Practice, where she worked as country economist in the Africa region covering Mozambique, Botswana and Namibia. She has experience in macroeconomic policy dialogue, including debt management and fiscal sustainability, and was actively involved in advancing the debt and SOE reform agenda in Mozambique.
Before joining the World Bank, she was part of Ernst & Young’s Economic Advisory practice, where she worked on macroeconomic impact assessments, competition analysis and provided PFM technical assistance to a West African client country. She holds a Master’s in Economics with reference to Africa from the School of Oriental and African Studies, University of London, and Bachelor’s in Economics from the University of Manchester.
