Dr. Anwar Shah is Director of the Centre for Public Economics, Chengdu/Wenjiang, China and also serves as an advisor/consultant to the World Bank and the Asian Development Bank. He directed the World Bank Institute’s Governance Program from 2004-2009. He has previously served the Ministry of Finance, Government of Canada, the Government of Alberta, the US Agency for International Development and the UN Intergovernmental Panel on Climate Change (as a lead author).
He has published more than two dozen books and numerous articles in leading economic journals on governance, public management reforms, budget reform, federalism, local governance, fiscal reforms and global climate change issues. His recent books include Fiscal Federalism (with Robin Boadway), by the Cambridge University Press, The Practice of Fiscal Federalism: Comparative Perspectives, published by McGill-Queen’s University Press, Fiscal Incentives for Investment and Innovation by the Oxford University Press and Local Governance in Developing Countries and Performance Accountability and Combating Corruption by the World Bank.
