Arthur has worked as a Senior Economist with the World Bank West Africa poverty and equity team since 2021 and he now leads the poverty and equity analytical portfolio for the Côte d’Ivoire World Bank Country Management Unit. His work centers on poverty, anti-poverty program evaluation, fragility, labor, and gender. Since 2011, he held various positions with the World Bank research department, the Social Protection and Job Arica west team, the Africa Chief Economist Gender Innovation Lab, and the UNHCR-World Bank Joint Data Center on forced displacement. His analytical work has been published in international peer-reviewed journals. He holds a PhD in economics from the Toulouse School of Economics and graduated from the ENSAE in Paris and the Humboldt University in Berlin.
