Cesar Arias is a senior consultant specializing in sovereign debt management, climate and infrastructure finance, and local capital markets development for the World Bank and the International Monetary Fund in Washington, D.C. He provides sovereign advisory and technical assistance to governments, central banks and regional development banks across Latin America and the Caribbean, Sub-Saharan Africa, and Emerging Europe.
From 2018 to 2022, Cesar served as the Director of Public Credit and National Treasury of the Republic of Colombia, where he led the issuance of the first sovereign green and social bonds and implemented the National Green Taxonomy. Previously, he was the lead economist for Latin America at Deutsche Bank Securities and the head of sovereign ratings for Central America and South American Frontier Markets at Fitch Ratings in New York.
Cesar holds a master’s degree from the School of International and Public Affairs at Columbia University.
