Benjamin Chee is Director at NERA Economic Consulting, which serves as the independent auction manager for the World Bank’s Pilot Auction Facility for Methane and Climate Change Mitigation (PAF) responsible for the detailed design choices and implementation of the auctions conducted under the PAF.
Mr. Chee is part of NERA’s Global Auctions practice, where he leads a team of market design and auction implementation specialists passionate about making competition work. The NERA team has been involved in the successful design and implementation of over 300 auctions and competitive bid processes. The NERA team has a long history of working with utilities, regulatory commissions, governments, and state agencies to design and implement competitive bid processes across a wide variety of sectors.
At NERA, Mr. Chee advises on market design issues and have specific expertise in introducing competitive mechanisms including auctions in new sectors to the benefit of ratepayers and program sponsors. Mr. Chee provides end-to-end auction management services including bid product design, choice of auction format, market assessment and benchmarking, development of bidder documents, contract and credit requirements, regulatory support, stakeholder engagement, bidder communications, bidder qualifications, bid evaluation, and post-bid contract administration.
Mr. Chee holds a MA in Economics from the University of Southern California, where he received a university award for outstanding research.
