Education Economist

Bernard Yungu Loleka is an Education Economist with the World Bank’s Western and Central Africa Region. He co-leads operations and analytical work in the Republic of Congo and Gabon, including the Transforming the Education Sector for Better Outcomes and Results (TRESOR) program, the Social Protection and Productive Inclusion of Youth Project. His work focuses on foundational learning, early childhood education, youth skills, and results-based financing. Before joining the World Bank, Bernard worked with UNESCO in Paris and Hamburg on global literacy, lifelong learning, and education program evaluations, including the International Literacy Prizes. He holds a Ph.D. and a master’s degree in the Economics of Education from Kobe University in Japan. His research interests center on education finance, human capital development, and evidence-based policy for inclusive and resilient education systems.
