Bettina Winstel is a Senior Infrastructure Finance Specialist working on IBRD/IDA guarantees at the World Bank Group. Since July 2024, she is part of the World Bank Group Guarantee Platform. In addition to the IDA policy-based guarantee for Benin, Bettina recently worked on the World Bank’s first Debt-for-Development Swap in Côte d’Ivoire. Bettina has over 17 years of experience in structuring financings in emerging markets. Prior to joining the World Bank, she worked at an investment bank across different countries and sectors with a particular focus on structuring and executing complex limited recourse financings in Latin America. She holds a master’s in finance from Paris Dauphine University.
