Carrie has over 20 years' experience advising on the delivery of infrastructure projects in Africa, the Americas, and the Middle East. Her experience covers a wide range of sectors with a special focus on ‘first-of-its-kind’ deals such as Jordan’s first renewable energy IPP, a 117 MW wind farm; Morocco’s first industrial zone PPPs; or Somalia’s first PPP reflecting international good practice, the renegotiated Mogadishu Airport Concession.
Carrie also supports governments more generally to enable project financing and private investment, particularly in newly emerging PPP markets. This includes the development and implementation of PPP frameworks, as well as support to institutions such as the World Bank in the development of good practice.
Prior to founding Iris Infrastructure Advisory, Carrie worked for IFC where she led transaction teams advising government clients on delivering infrastructure through PPPs. Prior to joining IFC, she worked on infrastructure finance with public and private owners/operators of infrastructure in the United Stated and Latin America.
She has a B.S. in Computer Science and a B.S. in Business Management from North Carolina State University as well as am M.Sc. in Finance from Imperial College, University of London.
