Carolina has over 18 years of professional work experience in the water supply and sanitation sector in international organizations, the private sector, and public sector. Her background in economics, law, and public policy has given a particular focus on policy design, regulation, and institutional strengthening. Carolina has extensive experience leading the design, appraisal, and supervision of complex multi-stakeholder operations ranging from large urban water supply and sanitation projects (integrating large-scale urban infrastructure investments with institutional reform for municipal governments) to water resource management to improve the allocation of water resources and water security.
