Caroline is a PPP operations officer based in the World Bank’s country office in Tanzania working on the Tanzania PPP Support Program. Since 2011 she has been working intensively with public officials to develop their legal and regulatory framework, strategies, and action plans that translate into tools and standardized procedures to efficiently achieve results. Her goal is to increase the capability of her government counterparts, create more room for innovation and problem solving, and support robust systems that integrate different team skill sets and team roles to deliver a world-class PPP program in Tanzania for the benefit of its citizens.
Caroline holds a degree in accounting from Tanzania's Institute of Accountancy, and an MBA from Cambridge International College. She is also a Certified Public Accountant, and certified as a PPP Specialist and in PPP project finance through the Institute for Public-Private Partnerships in Washington, D.C. She is currently working towards her law degree at the Open University of Tanzania.
