Chandan Deuskar is an urban development specialist with the global urban unit of the World Bank’s Urban, Resilience, and Land Global Department, where he is part of the City Climate Finance Gap Fund team. He is the lead author of Banking on Cities, a World Bank report on investing in resilient and low-carbon urbanization (2025). He has also contributed to the World Bank’s analytical and operational work in East Asia and the Pacific, Sub-Saharan Africa, the Middle East, and Latin America and the Caribbean. Chandan holds a PhD in City and Regional Planning from the University of Pennsylvania. His book based on his doctoral research, Urban Planning in a World of Informal Politics, was published by Penn Press in 2022. He also holds a master’s degree in city planning from the Massachusetts Institute of Technology and a BA from Columbia University. Chandan was raised in Mumbai, India, and currently lives in Washington DC.
