Charity R. Hodzi-Sibanda is a Gender Specialist working in the World Bank’s Zimbabwe Country Office under the Zimbabwe Reconstruction Fund (ZIMREF) program. Her interests are gender and development, as well as the legal and policy reforms that ensure the social inclusion of marginalized groups. She has been working on aspects of women’s empowerment programs—program design, operations research, advocacy, and strategy building—in Mozambique, South Africa, Tanzania, and Zimbabwe, for about ten years.
