Cheol Liu is a Professor at the Korea Development Institute’s School of Public Policy and Management. Previously, he was a professor at the Department of Public Policy at the City University of Hong Kong, and a Visiting Assistant Professor at the School of Public and Environmental Affairs at Indiana University-Purdue University at Indianapolis. Liu does research in public finance, budgeting, corruption, and e-leadership. He teaches budgeting, public finance, and performance management in the public sector. Professor Liu has been widely published in books and academic journals. He has a PhD in Public Finance and Public Policy Analysis from the School of Public and Environmental Affairs in Indiana University.
