Dr. J. Chris Toe is Senior Advisor for Corporate and Country Strategic Engagement in the Strategic Partnerships Division of the World Food Programme (WFP), and Senior Advisor for Programmes and Priority Initiatives at WFP’s Africa Global Office in Addis Ababa, Ethiopia. He has over 35 years of experience in agricultural development and education and has held senior leadership positions in government and higher education, including as Minister of Agriculture of Liberia (2006 – 2009) and President of Strayer University (2003 – 2006), respectively.
Dr. Toe is a member of the Board of Trustees of Strayer University, Executive Chairman of Agrifore Advisory and Investment Services (AAIS) and a farmer. Dr. Toe earned the Doctor of Philosophy (Ph.D.) degree in Economics from Texas Tech University in Lubbock, Texas in May 1984; a Master of Science (M.S.) degree in Agricultural Economics also from Texas Tech University in Lubbock, Texas in May 1980; and a Bachelor of Arts (B.A.) degree in Economics from the University of Liberia in Monrovia, Liberia in December 1977.
