Darwin is an infrastructure economist with 15+ years of experience. He is the Program Manager of the Quality Infrastructure Investment (QII) Partnership, established by the World Bank Group and the government of Japan, and Lead of the Global Infrastructure Connectivity Alliance (GICA). He is currently part of an analytical team that advises governments on how to plan and invest in infrastructure to maximize economic, social, and environmental impact.
