David is the founding President of the International Sustainable Resilience Center, or ISRC, a Center of Excellence in New Orleans, U.S., that is affiliated with the United Nations Economic Commission for Europe’s International PPP Centre of Excellence. He served as Dean of the University of Oklahoma Economic Development Institute and founding Director of the Resilience Development Institute. David has participated in disaster recovery and resilience efforts in the United States, Mexico, and Japan, and consulted with Australia and the Philippines.
David is also recognized internationally for his work in several areas of economic development, including business expansion and retention, industry clusters, workforce development, small business development, entrepreneurship, technology and innovation, development finance, economic elements of urban master planning, and sustainable development. He is a graduate of Louisiana Tech University and the Graduate School of Banking at Louisiana State University. In the International Economic Development Council (IEDC), David is a Certified Economic Developer, Fellow Member, former Board Member, and was recently awarded Honorary Life Member status.
