David Duarte is a Senior Public-Private Partnership Specialist within the Infrastructure Finance, PPPs and Guarantees (IPG) Group at the World Bank based in Washington, D.C. Most of his work on PPPs consists of advising governments, providing training, designing institutional and legal frameworks, and developing tools and knowledge products.
He has 18 years of experience in PPPs, covering the whole project cycle of urban transport systems, railways, highways, airports, ports, hospitals, prisons, public buildings, reservoirs, water distribution, and more. He also has experience designing PPP legal frameworks, fiscal commitment, contingent liabilities frameworks, PPP risk management, and institutional arrangements for PPP development.
A Chilean national, David created the PPP unit within the Chilean Ministry of Finance and served as head of the unit for 12 years. David has also been a consultant for the World Bank, the International Monetary Fund, the Commonwealth Secretariat and the Inter-American Development Bank.
