David Lawrence

International Development Consultant

David Lawrence is an accomplished international development professional. Currently based in Ottawa, he works as the communications lead for the Quality Infrastructure Investment Partnership, a joint initiative between the World Bank and the government of Japan. 

David's career spans three decades and has focused on the former Soviet Union and East Asia. As a Senior Operations Officer for the International Finance Corporation (IFC) in Moscow, Kyiv, and Washington D.C., he oversaw private sector development programs in Russia, Ukraine, and other countries in the former Soviet Union. He also opened IFC's first offices in Tbilisi, Georgia, and Yerevan, Armenia. He was IFC's first Resident Representative to Mongolia and managed its office in Banda Aceh, Indonesia, after the devastating 2004 tsunami.

More recently, as a communications consultant for the World Bank Group, David has contributed feature stories, blogs, and thought leadership content on post-disaster reconstruction, infrastructure, public-private partnerships, small business development, and more. His work has appeared in IFC Insights and numerous World Bank blog posts, articles, reports, toolkits, and publications. He also was the lead writer for The Power of Partnerships: The Multi Donor Fund in Post-disaster Aceh and Nias, published by the World Bank and presented to President Yudhoyono of Indonesia.

David is a dual national of Canada and the United States and is a permanent resident of Ukraine. He holds an MBA from the University of Michigan.
