David R. Heres is a Financial Sector Specialist at the Bank of Mexico. He holds a Ph.D. in Agricultural and Resource Economics from the University of California, Davis. His published work has focused on the economic evaluation of environmental and development policies and problems. He has advised public agencies in their development and implementation of policies related to energy, environment, transportation, and management of natural disasters. David had previously been Associate Professor at the Center for Research and Teaching in Economics (CIDE), Visiting Scholar at the University of Southern California, and Researcher at the Basque Centre for Climate Change.
