David Rutkowski

David Rutkowski is a Professor of Research Methods at Indiana University (IU). Prior to IU David was a Professor of Educational Measurement at the University of Oslo, Norway where he still holds a Professor II appointment. David also worked as a researcher for the International Association for the Evaluation of Educational Achievement in Hamburg Germany. David’s research focuses on educational measurement, evaluation and policy. He has collaborated with or consulted for national and international organizations including the US State Department, USAID, UNESCO, World Bank, IEA and the OECD. David has worked on and lead evaluations and assessment projects in over 30 countries. He currently is the editor of the IEA policy brief series, co-editor of the journal Discourse, serves on the IEA publication editorial committee and is a board member of several academic journals. He also co-leads a project on improving assessment literacy among teachers. David has published numerous peer-reviewed articles, is co-editor of The Handbook of International Large-Scale Assessment, and recently co-authored the book The Global Education Race: Taking the Measure of PISA and International Testing.
