Domingo Penyalver (Peñalver) is an internationally recognized researcher in the field of transport economics and infrastructure financing, with more than 20 years’ work experience in industry and academics. He has evaluated more than 30 transport projects worldwide, nearly half privately financed through PPP/DFBOM arrangements. He currently works at CENIT (Center for Innovation in Transport), the transportation research group of CIMNE, a public research body of the Government of Catalonia and the Polytechnic University of Catalonia (UPC).
Penyalver has developed a new appraisal model (IREM) for PPPs that allows comprehensive processing of social, economic, and financial inputs -- and provides objective metrics on Value for Money (VfM), Value for People (VfP), and Value for Future (VfF).
He holds a PhD in Civil and Transportation Engineering from the Polytechnic University of Catalonia, a MSc. and a MEng. in Civil and Environment Engineering from University Alfonso X El Sabio, a Post BSc. in Government Planning and Urban Design from the Catholic University of Murcia, and a BSc. in Public Construction Works from the Polytechnic University of Alicante.
