Donald Baum is a consultant in the Education team at the World Bank Group, where he conducts research on markets for education services and private schooling for the poor in Africa and South Asia. He currently serves as coordinator and technical advisor on education impact evaluations for the Strategic Impact Evaluation Fund (SIEF). Baum's research focuses on the involvement of the private sector in education, the evaluation of programs intending to increase school attendance and student learning, and issues of education service delivery, such as teacher and school quality, incentives, and accountability. He holds a Ph.D. from the University of Minnesota in Comparative and International Education.
