Elaine Chee is a Young Professional at the Social Development unit for West Africa. She works on social risk management, including coordinating the social review of Development Policy Financing and Country Engagement in West Africa. She also works on community-driven development, violence against children and women, social inclusion (e.g. disability inclusion), among other themes, and is part of the Social Development Task Force on Disruptive Technology.
Prior to joining the Bank, she worked at the Ministry of Social and Family Development in Singapore. She helped formulate policies and review legislation to safeguard vulnerable children and adults from abuse, and rehabilitate young offenders, including amendments to the Children and Young Persons Act and the Women’s Charter. She has also represented Singapore at ASEAN meetings on social welfare and development and participated in the preparation of Singapore’s periodic report for the United Nations Convention on the Rights of the Child (UNCRC).
She completed her Master’s degree in Public Policy at the Lee Kuan Yew School of Public Policy, as well as her undergraduate studies in Geography and Business Management at the National University of Singapore. As part of her academic pursuits, she has also conducted research amongst the hearing impaired population in Singapore, as well as refugees and ethnic minorities in Thailand. She has also collaborated with World Vision India to formulate and implement a policy toolkit for building strategic networks to better tackle under-nutrition in New Delhi.
