Elena Kvochko is specialist in Information and Communication Technology at the World Bank. Elena has worked on a portfolio of projects aimed at leveraging ICT for economic growth, job creation and transparency in emerging economies. Currently, she also focuses on open data and innovation, smart cities, e-government, technology polices. Elena acts as a facilitator of the Open Development Technology Alliance, the largest World Bank technology-related community of practice bringing together social innovators, representatives of technology companies, governments, and non-profit organizations and connecting them with the World Bank to design innovative programs and share knowledge. Prior to joining the World Bank, Elena worked in economic and investment analysis and international project management.
