Elena's area of expertise lies in infrastructure policy design, strategic planning, and analysis to facilitate private sector participation. Her work involves supporting client countries in developing PPP-enabling environments and frameworks, identifying PPP project pipelines, assessing and managing fiscal commitments and contingent liabilities, sustainable institutional development, and capacity building. She has worked on PPP programs and frameworks in Belarus, Bulgaria, Cameroon, Georgia, Kazakhstan, Moldova, North Macedonia, Russia, Tajikistan, Türkiye, Ukraine, and Uzbekistan. Elena holds a Master’s degree in Public Policy and Public Finance from the University of Baltimore.
