Elena has more than 18 years of operational experience in the World Bank, including 15 years in the transport sector supporting the regions of ECA, SAR and EAP. She is currently the Transport Program Coordinator for Indonesia and Timor-Leste. She has worked on a diverse range of projects in both IBRD and IDA countries, covering road, urban transport, port and railway sectors with a particular focus on road safety, institutional reform, road asset management, performance-based contracting, public private partnerships and decarbonization in the transport sector. Elena, a Russian national, holds a Master of Public Policy and Administration from the Harvard University and an MA in linguistics.
