Elina M. Dale (MA, PhD) is a Senior Adviser at the Norwegian Institute of Public Health. Elina has more 15 years of experience working on health financing policies, research and implementation in diverse settings, including Afghanistan, Kyrgyzstan, Peru, Tanzania and Ukraine. She completed her PhD studies at the Johns Hopkins School of Public Health with a dissertation on the impact of pay-for-performance on health worker motivation and quality of care.
