Elina Hokkanen is an Energy Specialist with the World Bank’s Europe & Central Asia Energy Unit, working on district heating and energy sector regulation. Currently, she manages a project to improve the operational efficiency of Chisinau district heating operator and supports the energy sector reforms in Ukraine.
Prior to joining the World Bank, Elina has worked in energy business and has experience of financial risk management of a large utility as well as supporting the operation of community owned utilities in a regulated market. Elina holds a M.Sc. in industrial engineering as well as in economics and business administration. Elina enjoys travelling and doing outdoor sports – orienteering is one of her favorites.
