Emmanuel Boone Waydon, Sr. (Boone) is a Senior Education Program Specialist at RTI International, where he collaborates with technicians and leaders from the colleges of education of eight Liberian universities and colleges and the Government of Liberia, experts from the Mississippi State University and Inclusive Development Partners, and RTI International Home Office technical experts to ensure that consolidated core curriculum for early childhood and primary education associate of arts (AA) and bachelor’s of arts (BA) degrees programs are developed, harmonized, and implemented to improve instructional delivery at early childhood and primary education schools. Prior to this position, Boone worked at the Ministry of Education of Liberia from 2010 to March 2022 in several positions, including Director for Program Coordination and External Support Services, Director for Early Childhood Education, Technical Assistant to Deputy Minister of Planning, Research, and Development, Educational Planner, and Program Analyst. In these roles, Boone ensured effective and efficient implementation of policies and guidelines for special programs/projects of the Department of Instruction, supported the development of Liberia Early Childhood Development National Professional Development Framework, led the training of over 4,000 early childhood teachers and school leaders, supported the development of an inclusive ECE “C” Certificate Curriculum for Rural Teacher Training Institutes, and supported the launch of early childhood development advocacy initiatives. Boone is a researcher with four educational articles published in local and internationally reputable journals. He holds a master’s degree in Strategic Management from Wuhan University of Technology, a bachelor’s degree in Accounting and Management from the University of Liberia, and numerous professional certificates acquired from Liberia and abroad.
