Dr. Federica Secci is a Senior Health Specialist in the Latin America and The Caribbean team of the Health, Nutrition and Population Global Practice of the World Bank, currently based in Panama. She joined the Bank as a Young Professional in 2013 and has led operations and analytical work across different countries in Latin and Central America, Europe and Central Asia, East Asia, and South Asia, mainly related to primary health care strengthening, including in remote and indigenous communities; digital health; quality of care measurement; pandemic prevention, preparedness and response; and One Health. Until December 2021, she led the Primary Health Care Performance Initiative (PHCPI) at the World Bank, aimed at promoting better measurement of primary health care to support improvement in service delivery and quality of care. She has contributed to the Flagship Course on Health Systems Strengthening and Sustainable Financing and other World Bank trainings.
Prior to joining the Bank, Federica was a research fellow at Imperial College London, focusing on quality of care and behavior change related to infection prevention and control in hospitals. Her doctoral research was a comparative, qualitative analysis of the primary health care reforms in Estonia and Lithuania, drawing from sociology and institutional theory.
