Fernando was the Deputy Economic Attaché of Brazil in Washington, D.C., and has served as Managing Director at Brazil's Ministry of Economy. As Deputy Municipal Secretary for PPPs and Concessions for the city of Porto Alegre, he was responsible for overseeing the municipality’s public-private partnership program. He also worked as a Manager in Ernst & Young's Government and Infrastructure Division and as a Senior Consultant for KPMG's Government and Public Sector team. He currently serves as a Senior Officer at the Brazil Southern Development Bank (BRDE).
Fernando holds a master’s degree in International Business and Policy from Georgetown University, a master’s degree in Public Management from Fundação Getúlio Vargas (FGV), and a bachelor’s degree in International Relations from Escola Superior de Propaganda e Marketing (ESPM). He also completed post graduate degrees in Strategic Marketing from FGV, Business Management from Fundação Dom Cabral (FDC), and PPP Projects from Fundação de Sociologia e Política de São Paulo (FESPSP).
